Sebum: Sebum is the white substance squeezed out of enlarged/ blocked oil glands. Shaving the genital area frequently produces ingrown hairs. Each blocked hair has an oil (sebaceous) gland at its base. You may also have acne cysts, trichilemmal cysts, epidermoid cysts. If they annoy you they can be scraped out. You should avoid shaving this area of skin.
