Trigger finger: It sounds like you have a trigger finger. The tendon that flexes your index finger travels through tunnels or pulleys that keep the tendon close to the bone. Inflammation or masses on the tendon can get caught in the tunnel system preventing movement, causing more inflammation and discomfort. Anti inflammatory medication may help but you should see a hand surgeon.
