Might be warts: It is difficult to tell without seeing it, but, it sounds like Condyloma Acuminata, also known as genital warts. It is a sexually transmitted viral infection. See your doctor to determine if that is what it is and to have it treated. Try googling "genital warts" and see if the images look like what you have.

See doctor: The symptoms described could be due to Human Papilloma Virus induced warts, however, without an exam it is impossible to know for sure. Please see your doctor for a diagnosis.
