My rbc was 4.46 low so was my hemocrit 39.9 and hemoglobin 13.7 what would be the issue my doc thinks this is fine?

You have other ills: All your RED CELL RELATED INDICES counts are not too bad and maybe slightly borderline Low to normal. If no ills except worries, best to ffup to see if blood values get back or not And after several months do another CBC.

I Wouldn't Worry: What makes you think those numbers are bad? As far as I know they are in the normal range. Now, labs have different range values but most are pretty close to each other. Your doc isn't bothered so why are you? Is it that you're feeling tired or weak or something? Talk to your doc about it. And maybe, in the context of whatever your problem may be, maybe those numbers aren't right, but I doubt it.
