Be seen: Diabetic foot problems should be seen and evaluated to make sure it is not something more serious. Diabetics often do not have normal protective sensation in their feet which can lead to injury, infection, even necrosis.

Maybe: Maybe not. You would want to make sure the black dot is just a bruise and not gangrene. It's likely the former but since gangrene has obvious seriousness related it should be checked out.
