Ultrasound at 10wks pregnant. the tech told me it looked like there was movement of the fetus but no heartbeat... how?

Fluid: The baby is in a gestational sac with fluid and moves freely because its like floating in water. However, in this case I'm not sure I would do anything without a second ultrasound. You should have a heartbeat by now, but based on the tech's comment as an OB I would offer a second ultrasound or do it myself to confirm no heartbeat.
