Not really: PCOS is a syndrome not a disease. It is characterized by hyperandrogenism and ovarian dysfunction. We usually treat the symptoms.

It depends: The majority of cases of PCOS are associated with being overweight or obese causing insulin resistance and in such cases, losing significant weight (? 20 or more lb) can cause symptoms to disappear and periods to become regular but one has to keep the weight off to be "cured". For PCOS in women of normal weight medical treatment to help lower male hormone levels and regulate periods is best.
