Can a pulled ligament on the hip make it feel like its locking up when i put it in certain positions?

Yes: The iliotibial band can snap and feel stuck over the greater trochanter of the femur. Treatment is stretching. It can also happen with the iliopsoas tendon but that is less likely at your age.
