No: there is nothing wrong with giving your child formula on an empty stomach. It will not harm the baby.

No problem : your infant should be able to tolerate both breast and supplemental feeding without any issues. There is no reason you cannot give formula on an empty stomach. Most infants' stomach are empty before feeding. The question is do you need to supplement? There's nothing wrong with giving a supplement of formula once in a while. I would try to keep with breast-feeding. Again I supplement is acceptable.
