Not normal: If by a pulse you mean throbbing then this would not be normal.

You may have : Neuropathy which you are describing as a pulse and if so could be coming from an anterior tarsal tunnel syndrome or lower back neuropathy. Or may have an ingrown toenail which when present can give a pulsating type of feeling.
