Yes: if there is a good pulse then you have good blood flow. The feeling of cold feet can often be due to other things such as certain medication that you may be taking.

Depends: You may have Raynauds which is a blood vessel condition causing spasms of the small blood vessels in the toes and fingers. It can be treated with medications.
