Virus: He likely thinks it's a virus which requires only symptomatic care and not an antibiotic. Use Tylenol (acetaminophen) or Motrin for fever or pain. All the best.

Viral?: it is possible that he felt it is a viral infection and antibiotics won't work on viruses. Sometimes what looks like blisters are actually tastebuds or small patches of lymphoid tissue in the pharynx (back of the throat)
