Is the second toe: The longest toe? Is it hammered at all? These are things to consider.....a nerve entrapment or neuroma is a possibility as well.....that's where I would start.

Your toe is asleep.: Your symptoms describe almost exactly what it feels like when your arm or leg goes to sleep. I think the tip of your toe, the highly localized area, that is touching your big toe, is exhibiting the same phenomena. A chronic low grade pressure on the distal digital nerve.
