Swimmers ear: certainly can cause fullness with reduction hearing. There is often pain and discharge as well. The ear canal is often visibly swollen. if your ear feels plugged, but not irritated, then it could be simply blocked by wax or water, and may simply need flushed. The doctor can quickly tell what you need by taking a look.
