Bump on penis: Herpes is painful, with clusters of blisters. Blisters can be internal, and not seen. What you describe is not typical of herpes. But some nodules and bumps can be other sexually transmitted diseases. I.e. HPV, or small nodules from syphilis, and others. It is ALWAYS best to get tested, or you may not know you have something. See remark: A herpes blister has CLEAR fluid. If it is white it may be an infection.At any rate,wash the area and your hands when touching it,and apply antibiotic ointment to area. Let us know if you have further question

Milium: Do not apply antibiotic as it will not be beneficial and may cause allergic reaction. If it is worse or recurrent (not likely) you should see a dermatologist.
