Breast rash: Rash may be a sign of inflammatory carcinoma but the definitive study is s mammogram and biopsy. If you have persisting concern a mammogram wuold not be unreasonble. http://www.cancer.org/cancer/breastcancer/moreinformation/inflammatorybreastcancer/inflammatory-breast-cancer-inflammatory-br-ca-diagnosis

Breast rash: If the rash is bilateral it is unlikely an inflammatory cancer. Also, inflammatory cancers generally don't respond to any sort of topical treatments such as powders. On microscopic exam you can see small tumor clusters within the dermal lymphatics . Powder will not make those go away.
