Possible blockage: The fact of continued tearing despite (presumably) trials of antibiotic & anti-allergy drops makes me believe that you may have a naso-lacrimal duct narrowing or blockage. It's also possible that your punctum is stenotic. An examination for these two problems is best carried out by an Eye MD, who will perform tear duct testing & then will discuss proper treatment.
