First signs: The first signs of puberty are typically growth of the testicles followed by growth of the penis and development of pubic hair. These tend to occur starting anywhere between the ages of 9 and 11. The white substance you are seeing may be due to not cleaning the head of the penis well enough or not pulling back the foreskin often enough during bathing/showering. Usually don't see sperm until 14ish
