Hemangiomas?: A few painless red dots on the skin, on the penis or anywhere else, usually are not abnormal. Most likely they are small hemangiomas, i.e. blood vessel "moles". They are harmless and often become more common as the years pass. No STD or any other serious health problem is a likely cause. But see a doctor for reassurance if you remain concerned.
