Arterial health: It is not so much the aorta as the vessels in the legs that drive the difference in the blood pressure between arm and leg. It is one measure to arterial health. See this site for more info. http://www.webmd.com/heart-disease/ankle-brachial-index-test

Blood flow problem: If the small aorta is constricting blood flow, the the pressure in the feet will be significantly lower than in the arms (because blood to the arms has not passed through the portion of the aorta in question).
