Docs, when they say that blood in urine is a symptom of uti, does that mean the whole pee is red?

Not necessarly: If there are large amounts of blood in the urine, then it will be red or brown. However, smaller amounts may not be visible but are still there and can be detected by testing the urine with a urinalysis.
