Probable STD: Penile discharge almost always is STD -- gonorrhea, chlamydia, or nongonococcal urethritis (NGU). You don't need urethroscopy ("camera inside") for diagnosis or testing, just collection of discharge with a swab, or a urine test. (If these don't give the answer, maybe urethroscopy later.) Best to see an STD or genitourinary med specialist if available. Your sex partner(s) also will need treatment.
