I have lumps under my jawline on both sides that are pea sized and similar but sore lumps on neck behind the right ear tender bumps on scalp with scab?

Infection: It sounds like you are developing small lymph nodes. These often form in response to infection. It would be best to see your doctor for an evaluation of your scalp and ear to try and find the source of infection so that it can be treated.
