Need expert eye exam: The most concerning aspect of blue sclera (the white part around your colored iris) are very rare congenital or metabolic diseases which would not be an issue if you just noticed this. The tan circles suggest trauma or resolving blood. You need to see an ophthalmologist for an accurate diagnosis and treatment. Good wishes:)
