Baby: Hi, We don't recommend giving a medicine to give to a baby with phlegm. Please bring your child to his/her Pediatrician so he/she can be evaluated.

Cough: Cough in kids can be from irritation in the throat . For a 4 month old , I would not suggest any cough syrups. Rather take care of the cold if he has . Steam can help. If fever and other symptoms too , see your pediatrician .
