Yes, but -: There are many causes, some mild (sinusitis) and some severe. If it persists see a doc! If you have had a concussion you should have already seen a doc!

Not likely: It is not likely that the pain is relatedd to concussion. However, it may relate to the mechanism leading to the concussion, that is a rotation of the head backwards on the neck, pinching the greater occipital nerve, at the base of the skull. See a neurologist for diagnosis and treatment recommendations.
