Adulthood!: Eyebrow transplants from scalp hair are being done for individuals who have lost their eyebrows from burns or other scarring. It can be caused by genetic absence of hair or some hormonal problems including thyroid disease. I can't imagine anyone would consider doing hair transplantation for this on a 2 year old. I would think this is a procedure where the person would have to give consent herself.

Eyebrow transplant: Certainly not on a 2 year old. Generally I would not recommend it until after puberty unless it is reconstructive due to trauma or scarring
