You cannot: The scar that formed cannot grow hair. A plastic surgeon may be able to revise the scar to make it less noticed.

Hair regrowth: There is a product called Latisse (bimatoprost) which helps grow eyelashes. This is a gel (prescribed by a doctor) which can also be applied to the eyebrow. There are several issues to be aware of; first, it may not work or may take several months to see any effect. Second, the effect may not be permanent once the medication is discontinued. It's worth a try though.
