Yes: This is normal, and will take 2-4 weeks to go away. Worse with coughing and sneezing is also normal. Hope this helps!

Yes normal: yes it is normal after bilateral inguinal hernia repair to have pain in the incision, specially after coughing treat your cough, it could turn very painful.
