Hard to tell: from your description. Could be mild bruising or scabs. It could be a mole or another type of skin lesion. See Podiatrist or Dermatologist if unsure.

More info!: How big are they? How long has he had them? A person can get moles or freckles on the feet. Plantar warts can also look a little black. Rarely, melanoma (skin cancer) can present as black areas, even in odd places like toes, or eyeballs!
