It is possible: Common triggers for asthma include irritants such as household dust, animal dander, mold and other indoor allergens such as dust mite; all of which can be stirred up by a fan.Keeping the fan and home cleaned of such particulates may help, but having an adequate plan to control asthma including intermittent flares is more key.

Quite possible: Fans stir allergens up into the air where they can get inhaled and cause trouble. Dust mite particles will otherwise settle down in 20 min; turning the fan down churns them back up. Worse for cat proteins, in the air hours after even a cat leaves the room. Nasal allergies are one thing; breathing is another!
