Hard: to know the etiology of the discoloration since it comes and goes. See your PCP to examine and give you appropriate diagnosis

Most likely smegma: Presume UR referring to "white" material under the foreskin. Likely due to phimosis (tight foreskin) making it difficult or impossible to retract. This would need 2B treated with prescription strength steroid cream or circumcision. White inside actual urinary opening, inside penile glans could be banalitis xerotica obliterans (BXO) which would require treatment by urologist.
