Hard to guess: The pediatrician or family doctor who takes care of a toddler with irritated foreskin can advise on what to do. An exam is usually needed. If there is no discharge, sometimes some mild anti-yeast cream and some mild anti-bacteria cream can clear things up. The doctor might ask the parent to bring the cream and child in, to show how to best apply the cream. Sometimes a video consultation suffices.
