Cell phones : Cell phones are being used and everyone is so dependent on them . Not sure of any new studies to say injurious effects present .

Don't worry BUT...: There is controversy about the hazards of cell phones. More research is needed but there is evidence of potential harm for those who use cell phones a great deal. The closer to your head and the longer the time the more the risk. A couple night's exposure is unlikely to cause harm but in future either put phone on airplane mode or keep several feet from your head- see https://tinyurl.com/nj9upoc

NO MEDICAL ISSUE: I cannot think of any medical issue or defect that would drive this behavior. Perhaps he likes it.Everyone develops a pre-sleep pattern including dress and position. You might ask him.He will likely say it works for him. Leave him alone.

I don't see any: The body will turn periodically during sleep and the position taken at sleep entry has little effect on anything. As long as the kid has adequate sleep his growth and development should be fine.I now of no medical problems related to such a sleep position.
