Yes: while HPV can cause things like cervical cancer, it may not cause anything but infection, or it may cause cervical dysplasia or warts. Your gynecologist can give you more information on HPV infection.

At any one point yes: Or any high risk strain might cause a cancerous transformation decades down the road. The problem with these new tests is context. They do not mean you will get cancer, they just place you in the higher risk group. They also give some more incentive to do their checkups & pap smears.
