HIV: The chance of contracting HIV during oral sex is always there even if there is no ejaculation. Any bodily fluids i.e. blood, pre-seminal fluid can transmit HIV.

Low, but not zero: therefore, you should protect yourself using condoms or dental dams to minimise this small risk. If concerned, see your PCP for test.
