How should you define a condition of "stable heart failure"?

Comfortable: To me stable heart failure is a person with a weakened or stiff heart that is not acutely decompensated - which means to say that the person is not fluid overloaded with back flow of fluid into the lungs, abdomen and lower extremities. The person should not be acutely struggling to breathe.
