Odd statement: You should have a way to contact your health care plan and find out what it covers. Your doc may be partially right, it may not cover whatever your specific request or condition is unless the primary doc agrees you need it. If they require a "referral" or evidence that the primary doc tried to treat it but it didn't get better, s/he may be right. You can always pay out of pocket if you disagree.
