Likely harmless: If the spots haven't changed & aren't multiplying in number, then they are more likely harmless. Please send a pic. That would help.

2 years?: I do not want to be rude; however, 2 years is too long to wait. I suggest that you call for an immediate dermatology evaluation and if necessary a skin biopsy. Your issues cannot be diagnosed online. Call for an appointment ASAP.
