Leg Pain: The area under the knee is possibly a tendon that you are pressing on causing the discomfort. Also, the area on the front of the leg has very little tissue between the skin and the bone and pressing on it may cause increased pain.

Inflammation: The area you are describing us near or on the tibial tubercle. It is an are that is under quite a bit if stress as it is where the entire extensor mechanism pulls in the tibia to straighten out the knee. As such it is not uncommon for some to have some degree of ongoing inflammation in that area. I would not hesitate to be seen for it.
