Inclusion cysts: These may be inclusion cysts, small areas (a few cells) of skin that got turned under after your circumcision healed and produce an oily substance under the skin creating small yellow-white cysts. These rarely need any treatment, but you should see your family doctor or a urologist to confirm. If you want them removed, see a urologist. Pearly penile papules are usually on the glans of the penis.
