Evaporative cooling: wind over water causes evaporation which produces cooling. If your nose is very dry the effect is lessened.

Filter problem.: if you are having a problem with the filter in your nose then the air will feel colder. the filter is the hair in the nose, in female the hair is not as thick as the mail ,but we all have hair to filter and adjust the air before it entered our lungs.
