They already do!: Babies are born with certain abilities to remember, but as they develop and all those little brain nerve (neuron) connections are expanding and hooking up, they make better and better associations and recognize repetitive patterns more and more, easier and easier. The "memory" they are born with is different from what we think of, but it is still memory.
