I am a 40 year old woman that has noticed my toes turn bluish purple while in a hot bath or hot shower. my mother had vascular problems in her legs. could that be my problem also?

Very possible.: Vascular issues are often hereditary. Exposure to heat like you describe causes changes in the circulation, usually vasodilation. It is most likely a benign temporary event related to the exposure to the heat. See a Dr. for a complete workup just to be sure.
