Many possibilities: It is difficult to know for certain without seeing it. It is possible that is May be part of an ingrown hair, if she shaves her legs. It may be a small cyst or even related to a foreign body. The fact that it hasn't changed is good. Let her doctor look at it to confirm a diagnosis.
