Paresthesia: can be caused by multiple things. When it's in both legs though it makes me think it's either something from the back or a metabolic cause ranging from electrolyte disturbances to diabetes. Please see your doctor to discuss.

Shocks in feet: Do you have diabetes? autoimmune disease? Are you vegan and B12 deficient or Crohns disease? Lots of alcohol use?These are all conditions that can cause shocks/parathesias in feet. Rarely could be MS, or mass/compression(disc) /infection near spine. Follow up with doctor/urgent care.

A lower back issue: pinching a nerve would need to be ruled out. There are many possible causes of neuropathy and there are ways to rule them out but I'd start with an EMG/NCV.
