Possibly: If you are not used to the sun or have sun sensitive skin you can develop a solar reaction on your skin. Look up solar dermatitis or solar urticaria.

No: sunlight can cause flare up of several skin conditions, but it is usually not the cause. It may trigger and worsen other chronic skin disorders; I suggest you get seen by a physician. I wish you the best.
