Rash: Rashes are hard to diagnose sometimes when you are looking at them. Impossible to diagnose without even seeing them. You need to see your doctor.

See the doctor: As you describe your child's rash it sounds as it might be allergic but could be the beginning of a contagious process in a child of this age. You do not say if the child has a fever or is itchy. Whatever is the case, you should take the child to the doctor and not send her to school until cleared to do so by her doctor.
