Platelet count ok: You should not get symptoms of low platlets until your count drops to around 50
also petichiae in general do not itch. You probably have a fungal rash based on the location, but could be allergies as well.

Petechiae: In description accurate on abdomen and arm more likely trauma pinching etc. Sometimes arm from tourniquet or blood pressure cuff. Platelet count mildly reduced. Most common sight for pathological petechiaein rash lower extremities do to venous pressure.
