Toes look broken but x ray normal severe pain what else could cause this very swollen but no bruising?

Lots of things: You need a good work up to see what the problem is. Its not normal to have severe pain or swelling so see a foot specialist ASAP. You don't want to cause further damage by not treating your problem!
